Dr. Julia Carver is universitair docent bij de Cybersecurity Governance Research Group van ISGA. Eerder was zij postdoctoraal onderzoeker bij het Hague Programme on International Cyber Security. Zij behaalde haar DPhil in Internationale Betrekkingen aan de Universiteit van Oxford (Nuffield College) als ontvanger van een ESRC/UKRI-studiebeurs. Voorafgaand aan haar DPhil voltooide zij een MPhil in Politics (European Governance) aan Oxford met onderscheiding, en een Bachelor of Arts (Honours) aan Queen’s University in Canada, met een specialisatie in Politiek en Moderne Europese Talen.
