Professor of Constitutional and Administrative Law
Prof. dr. Y.E. (Ymre) Schuurmans (1977) is Professor of Constitutional and Administrative Law at Leiden University and head of the Constitutional and Administrative Law Department.
In 2014 Ymre was appointed full professor of Constitutional and Administrative Law, in particular the Law of Administrative Procedure. In her inaugural lecture she questioned the focus on individual dispute resolution and called attention to transindividual disputes between the government and its citizens and the role of administrative courts in society.
Her research interests include legal protection, organization and standardization of administrative procedures, data collection and issues relating to the law of evidence. Her research in this context is often comparative in nature, focusing on civil and criminal procedure, as well as on the administrative systems of other states. Ymre has written several reports for Dutch judicial associations (e.g. VAR, NVvR and NVvP) and has carried out research for institutions including the Ministry of Justice, the Dutch Judiciary and a great number of administrative bodies.
Ymre is responsible for Administrative Procedure courses at both bachelor’s and master’s level at Leiden Law School. Additionally, she teaches several postgraduate courses including the law of evidence and current affairs in administrative procedure, next to being a regular lecturer at the training centre for the Judiciary (SSR). She has also been a member of several education review committee’s auditing VU, LUC and the Academy for Legislation and Government Lawyers.
Ymre Schuurmans has been part of Leiden’s faculty since 2005, having previously worked as a PhD-candidate and lecturer at Vrije Universiteit Amsterdam. She graduated summa cum laude from the same university in both constitutional & administrative law and civil law in 2000. She received the VAR-award from the Dutch Association for Administrative Law for her dissertation on the burden of proof in administrative procedure in 2009. This prize is awarded once every four years and rewards a person who has made an innovative and valuable contribution to the development of general administrative law. In 2008 Dutch Magazine MR. named Ymre best administrative lawyer under 35.
Ymre holds and has held several positions next to her activities as a professor. She, inter alia, acts as a substitute judge at the Rotterdam District Court, is the editor-in-chief of open access journal NALL : Netherlands administrative law library and works as editor for JB-plus.
Ymre Schuurmans is co-founder of the E.A.P. (European Association of Public-Private Partnership), the Dutch Women’s Administrative Lawyers Association and member of the European Group of Public Administration. In 2008 she visited Cardozo School of Law in New York as a research scholar.
