Sergei Boeke is a Guest Researcher at the Institute of Security and Global Affairs and a non-resident Research Fellow at the International Centre for Counter-Terrorism (ICCT). His research focuses on counter-terrorism in the Sahel, the transition from military intervention to long-term political strategy, cyber-security governance, and the place of intelligence and surveillance in democratic societies.

Sergei Boeke is a Guest Researcher at the Institute of Security and Global Affairs and a non-resident Research Fellow at the International Centre for Counter-Terrorism (ICCT). His research focuses on counter-terrorism in the Sahel, the transition from military intervention to long-term political strategy, cyber-security governance, and the place of intelligence and surveillance in democratic societies.

His doctorate, defended at Leiden in 2022, examines the evolution of al-Qaeda in the Islamic Maghreb (AQIM) since the 2012 crisis in Mali, and the responses of Mali and the international community. Structured as a collection of five articles, it draws on captured AQIM correspondence, AQIM media output, and fieldwork in the region; the constituent papers appeared in venues including Small Wars & Insurgencies, the Journal of Strategic Studies, and Studies in Conflict & Terrorism.

Boeke completed officer training in the Royal Netherlands Navy and read law at the Vrije Universiteit Amsterdam, specialising in international and criminal law. He served on Dutch warships and with the Second Marine Battalion, deploying to southern Iraq in 2003–2004; held a fellowship at the Clingendael Institute; and worked in the Dutch diplomatic service at the Department of Political Affairs. From 2008 he supported Dutch comprehensive-approach work on Afghanistan at the Ministry of Defence, and in 2011 completed nine months of training for senior civil servants at the École Nationale d'Administration (ENA) in Strasbourg. He joined ISGA and ICCT in 2013. From 2019 to 2026 he served as a Political Advisor (POLAD) to Allied Joint Support & Enabling Command (JSEC), in Ulm, Germany, and he is currently awaiting accreditation as an EU Military Advisor (MILAD).
