Joint Chair in Telecommunications Law: Serge Gijrath and Gera van Duijvenvoorde
Gera van Duijvenvoorde (1965) is a Professor Telecommunications Law for eLaw (0,2 FTE). Gera combines her part-time appointment with a job as in-house lawyer admitted to the Dutch Bar at KPN, a telecommunications company in The Hague. In her academic research and education activities she focusses on aspects of regulation, markets and society. One of the specific themes is the interaction between sector regulation of telecommunications markets and competition law, both from a national and European perspective.
Biography
After the commencement of her employment within KPN in January 2004 she carried out various functions, such as litigator in the KPN Litigation Office where she was involved in litigation in the area of telecommunications law and as Group Competition and Compliance Officer where she was responsible for setting up a regulatory compliance framework and awareness program. In December 2009 she was appointed as General Counsel of Netco (the network and ICT division of KPN). As of January 2015 she took up the function of Competition Counsel within the General Counsel Office of KPN.
Gera has studied company law at Leiden University and graduated in 1988. From 1988 until 1993 she was a researcher on European Competition, ICT Law and Telecommunications Law at the Centre for Law in the Information Society (eLaw) at Leiden University. From 1993 until 1997, she worked part-time as an assistant professor at Utrecht University (Section on Law and Information Technology (SRI), Molengraaff Institute for Private Law). Since, April 1992 she also worked part-time as a company lawyer at Philips International B.V. in Eindhoven. In November 1996, she received her Ph.D. at Leiden University with a thesis titled “Informatietechnologie en Europees mededingingsrecht" (Information technology and European competition law).
From September 1997 until December 2003, Gera worked as a lawyer with Houthoff Buruma (Regulation & Competition). Her law practice focused on IT and law, telecommunications law, public procurement law, and (European) competition law. Her expertise also includes drafting IT contracts and supporting outsourcing processes. After being a guest lecturer she became Professor, by special appointment, in Telecommunications Law at eLaw in November 2013.
Research areas and interests
Gera's main research area is telecommunications law and competition law from a national as well as a European perspective. She researches the interaction between these two fields of law, digital markets and the regulation of societal- and end users interests.
She is a member of the editorial board of Mediaforum. Journal for Media and Communications Law. She is a member of the Dutch Association on Competition Law. Dutch Association for IT and Law (NVvIR), the Association for Media and Communications Law, the Dutch Association of Public Procurement Law (NVA) and the Dutch Association of Company Lawyers (NGB).
