Since April 2022, Floor has been affiliated with the Institute of Private Law as a Ph.D. candidate. She conducts research in the field of attachment and enforcement law. Her research focuses on gaining insight into the financial situation of debtors. The central question is how transparency can contribute to effective and proportionate enforcement throughout the entire enforcement chain, from collection to enforcement. This issue is in the political spotlight due to the increase in debt problems, as it involves finding the right balance between the interests of the creditor and the debtor. Transparency regarding debtors' financial situations can help guarantee the minimum subsistence level and address debt issues by enabling the early identification of proportionate collection, seizure, and enforcement measures. At the same time, transparency about the debtor's financial situation can enable effective recovery for creditors who are unable to find any assets. The study outlines a new perspective on recovery enforcement and analyzes and interprets existing transparency rules, such as Art. 475g-475gb Rv and Art. 475aa Rv, and the duty to provide information arising from reasonableness and fairness (see Tripels/Masson). The study also examines whether improvements in view of privacy and data protection are necessary and possible. The study also puts forward suggestions for improvement, including those from the Spanish and Portuguese legal systems.
Floor is also conducting research in other areas of civil (procedural) law. She is particularly interested in collective redress and private international law. She regularly publishes in professional journals. Floor is co-author of the 27th edition of a standard guide to Dutch procedural law known under the name Hugenholtz/Heemskerk (2024).
Floor graduated cum laude from Leiden University in 2017. She proceeded to work for more than four years as an attorney in the (Supreme Court) litigation team of Pels Rijcken. Her work included litigating before district and appellate courts, and the Supreme Court, in proceedings ranging from summary proceedings to large class actions. Floor has also previously worked as a (guest) lecturer at Leiden University.
She teaches both bachelor's and master's programs in civil law.
