Chiara Anfuso is a PhD Fellow on cyber crises in humanitarian operations. She studies how humanitarian organisations make cybersecurity decisions in complex operational environments, where cyber risks compete with humanitarian, ethical, legal, and operational priorities. In doing so, her PhD aims to challenge the prevailing checklist approach to cybersecurity maturity. Rather than measuring maturity by the controls an organisation has in place, she proposes understanding cyber maturity as the quality of its decision-making processes in light of its mission and context.

The work is part of the FGGA project ‘Securing Humanitarian Operations: Preparedness and Response to Cyber Crises in Aid Delivery’. Chiara also teaches in the BSc Security Studies and the MSc Crisis and Security Management programmes.
