Anne Meuwese is full professor of Public Law & Governance of Artificial Intelligence (AI). Her research is about AI use in a government context as well as the (European) regulation of AI. In the AIAction project (co-directed with Prof. Francien Deschesne; funded by the NWO Open Competition M programme) she studies how bottom-up interpretation of the norms ensuing from the AI Act by various communities of stakeholder fill the vacuum caused by the absence of judicial interpretation. The WetSuite project (funded by PDI-SSH Digital Infrastructure) is aimed at facilitating the use of computational methods for (new types of) legal textual data by legal researchers. Her Dutch-language book on ‘Generative AI in the administration and the law’ (Generatieve AI bij de overheid en het recht’) will appear in early 2027.

Anne Meuwese on use of AI by public authorities
Before her appointment in Leiden as full professor of Public Law & Governance of Artificial Intelligence (AI) in 2020, Anne Meuwese worked in Leiden, as associate professor from 2010 and as full professor of European and Comparative Public Law from 2013. She had previously worked as a postdoc at the University of Antwerp and the University of Exeter. In 2008, she was awarded a doctorate (cum laude) from Leiden University with a thesis entitled ‘Impact assessment in EU lawmaking’. Her research incorporates a behavioural perspective on constitutional law and general administrative law: these branches of law are seen as ultimately aimed at influencing the behaviour of a variety of public law actors.
Anne currently leads the PDI-SSH funded WetSuite project, which aims to unlock computational techniques for legal researchers, using publicly available documents authored by one of the branches of the Dutch state but also other types of textual legal data. As of 1 January 2026 she also co-leads (with Francien Dechesne) the research project ‘The Artificial Intelligence Act in Action’ (AIAction), which is funded by the Dutch Research Council NWO (Open Competition M). She also contributes to the Mobility DesAIgn Lab (NWO ELSA Lab).
