Vincent Delhomme is Assistant Professor of EU Law at the Europa Institute, Leiden Law School. Before joining Leiden University in 2023, he taught at UCLouvain and the College of Europe. He obtained his PhD in Law from UCLouvain in 2023. His doctoral research was published as the monograph Regulating Unhealthy Lifestyles in the European Union (Cambridge University Press, 2026).

His doctoral research was published as the monograph Regulating Unhealthy Lifestyles in the European Union (Cambridge University Press, 2026).

Vincent teaches EU internal market law and the free movement of persons at both bachelor’s and master’s level. He also coordinates the activities of the Leiden University Europe  Hub on behalf of Leiden Law School.

His research lies at the intersection of EU internal market law, health law, food law, consumer protection, and sustainability. It is driven by a broader interest in the role of law in steering societal and economic transformation. Much of his work explores whether the concepts and instruments traditionally associated with the EU internal market – free movement, harmonisation, consumer empowerment, and market integration – remain suited to addressing contemporary challenges such as the rise in chronic diseases, environmental degradation, unsustainable consumption patterns, and social inequalities. More broadly, he examines how EU law can reconcile economic integration with public interest objectives and whether the internal market paradigm itself remains fit for purpose in an era marked by a growing contestation of growth-based economic models. His work also explores what new legal and regulatory tools may be needed to support the transition towards healthier, more sustainable, and more equitable societies.

To support his research agenda, Vincent was awarded, together with Dr. Darinka Piqani, a Starter Grant from Leiden Law School, with a research project entitled  ‘Squaring the circle? Reimagining the internal market (for food) in light of the EU’s sustainability challenges’ (2025-2029).

Vincent serves as Editor of the Consumer Protection Section of the  Oxford Encyclopaedia of EU Law, is a member of the Editorial Board of the European Journal of Consumer Law, and acts as Case Commentary Editor of the  European Journal of Risk Regulation. He is also a member of the Food Law Academics Network.

Alongside his academic work, Vincent regularly advises public authorities and international organisations, including the European Commission and the Dutch Parliament. He contributed to the evaluation of the Tobacco Products Directive and to the study on the effectiveness of health information on alcoholic beverages. He is also the co-author of a report on the Climate and Energy Union, commissioned by the European Parliament. In 2026, he co-authored two studies commissioned by the Dutch Parliament and the Dutch Ministry of Infrastructure and Water Management, aimed at assessing the legality of new tobacco control measures in the Netherlands with regards to EU law.
