Rogier is an associate professor in administrative and environmental law and has been working in the department of Constitutional and Administrative Law at Leiden University since 2017. Prior to that, he was a senior legal officer and legal coordinator in the Administrative Law Division of the Council of State. In 2015, he obtained his PhD from Utrecht University with a thesis entitled ‘Interadministrative supervision in spatial planning: a legal study of the usefulness and necessity of reactive instruction in Dutch spatial planning’. Rogier regularly publishes on national and European environmental law topics, such as the environmental plan, the Environmental Act, national and provincial supervision and control in spatial planning, the programmatic approach, the precautionary principle, nitrogen, air quality and biodiversity. He is a board member of the Association for Construction Law and a member of the editorial board of the Journal of Construction Law. He is also a member of the Association for Environmental Law, the Association for Administrative Law (VAR) and the European Environmental Law Forum. Rogier is also a deputy judge at the District Court of Rotterdam.
