Jaap de Hoop Scheffer is Professor Emeritus of International Relations and Diplomatic Practice at the Institute of Security and Global Affairs, where he held the Pieter Kooijmans Chair in Peace, Law and Security from 2009 to 2014. He continues to lecture and engage with the Institute's research and teaching on transatlantic security, NATO, and the practice of diplomacy.

Jaap de Hoop Scheffer is Professor Emeritus of International Relations and Diplomatic Practice at the Institute of Security and Global Affairs, where he held the Pieter Kooijmans Chair in Peace, Law and Security from 2009 to 2014. He continues to lecture and engage with the Institute's research and teaching on transatlantic security, NATO, and the practice of diplomacy.

De Hoop Scheffer served as the eleventh Secretary General of NATO between 2004 and 2009, and as Minister of Foreign Affairs of the Kingdom of the Netherlands in 2002–2003. He chaired the OSCE in 2003 and was a member of the House of Representatives between 1986 and 2003. From 2014 to 2020 he chaired the Dutch Advisory Council on International Affairs (AIV). In 2018 he was appointed Minister of State, the highest honorary distinction in Dutch public life.

He graduated in law from Leiden University in 1974 and joined the diplomatic service in 1976, beginning his career at the Dutch embassy in Accra and at the Netherlands' delegation to NATO in Brussels. His teaching and public commentary continue to engage with the future of the Atlantic alliance, European strategic responsibility, and the place of the rule of law in a contested international order.
