Professor Dr E.R. (Erwin) Muller (1965) is a part-time Professor of Security and Law at the Institute for Security and Global Affairs within the Faculty of Governance and Global Affairs at Leiden University. His main position is currently Councillor of State in the Advisory Division of the Council of State.

His primary areas of expertise include governance, law, governance structures, politics, science, security and security policy. He is Editor-in-Chief of the Wolters Kluwer series Security Handbooks, which now comprises 28 academic and practice-oriented volumes, including Security, Police, Armed Forces, Detention, Law Enforcement, Judiciary, Fire Service, Crime, Terrorism, Forensic Science, Crisis, Crises in the Netherlands, Intelligence and Security Services, Risk, Integrity, Mayor, Supervision, Conflict, Acute Medical Care, Violence, Fraud, Veterans, Victims, Public Prosecution Service, Screening, Protection and Security, and Security, Safety and Criminal Justice in the Netherlands. He has also co-edited Institutions of the State and the Bosatlas of Security. In addition, he is editor of the eighth edition of Text and Commentary on Public Order and Security. Alongside his primary roles, Muller serves as Chair of the Advisory Committee on Closed Criminal Cases, Chair of the Supervisory Board of the CBR, member of the Board of the Machiavelli Foundation, and member of the Royal Holland Society of Sciences and Humanities. Previously, he held several senior academic and administrative roles, including Vice-Rector for Organisational Development at the Executive Board of Leiden University, Director of the Campus The Hague of Leiden University, Dean of the Faculty of Governance and Global Affairs at Leiden University, Chair of the Evaluation Committee for the Security Regions Act, Vice-Chair of the Dutch Safety Board, Interim Chair of the Whistleblowers Authority, Scientific Director of the Institute of Criminal Law and Criminology at Leiden University, Director of the COT Institute for Safety and Crisis Management, member of the Dutch Council for Public Administration, Vice-Dean of the Faculty of Law at Leiden University, Director of the Netherlands Police Academy, and Director of the Netherlands School of Public Administration. He was also a Visiting Fellow at the University of Oxford, Centre for Criminology, Faculty of Law.

He served as lead author of the consortium for the Seventh EU Framework Programme project Transnational Terrorism, Security and the Rule of Law, which included research institutes from the Netherlands, Denmark, Spain and the Czech Republic.

Muller has been a member of various committees, including the Advisory Group to the Parliamentary Inquiry Committee on Housing Corporations, the Defence Intelligence and Security Research Group, the Task Force on Security of the Custodial Institutions Agency, the Advisory Group to the Parliamentary Inquiry Committee on the Financial Crisis, the Review Board of the National Police, and the Committee for the Evaluation of the Intelligence and Security Services Act. He also served as secretary to the Parliamentary Inquiry Committee on Criminal Investigation Methods (the Van Traa Committee), the Parliamentary Research Committee on the Evaluation of Investigation Methods (the Kalsbeek Committee), and the Committee for Administrative Evaluation of the General Intelligence and Security Service (the Havermans Committee). You can find a more detailed description on his LinkedIn page
