Title research: The application of national (banking) law by the European Central Bank. A Rule of Law Analysis.

Barbora holds law degrees from Humboldt University (Berlin) and Leiden University. From 2017 until 2018, she worked as a teaching and research assistant at the Europa Institute. Since August 2018, Barbora has been affiliated with the Europa Institute as a PhD candidate (holder of the Meijers PhD grant).

Research and Training

Barbora’s primary research focus lies with the European Central Bank (ECB) mandate to apply national (banking) law within the framework of the first pillar of the Banking Union, the Single Supervisory Mechanism. In her doctoral study, she looks at this mandate from the EU constitutional and administrative law perspective. In particular, Barbora analyses the compliance of this mandate with the Rule of Law. In her study, Barbora adopts a particular contextual understanding of the Rule of Law and identifies a number of specific challenges that the application of national law by the ECB poses to various elements (principles) of the Rule of Law. Her approach is analytical but also normative, as her study attempts to offer solutions to bridge any (potential) Rule of Law gaps.

Between June and December 2021, Barbora worked as a trainee at the Directorate General Legal Services, Supervisory Law Division of the European Central Bank, Frankfurt.

Since 2021, she has been a member of the European Banking Institute’s Young Researchers Group.

Since 2022, Barbora has been researching, as an international partner, in a grant project hosted by the Masaryk University (Brno, Czech Republic) entitled ‘Judicial Dialogue in EU Matters in the Czech Republic and Slovakia (DialogUE). The three-year project analyses all cases submitted to the European Court of Justice by Czech and Slovak courts in the first 20 years of these countries’ membership in the EU.

Research Project Management

Since 2022, Barbora has been appointed as a Project Manager of the NWO Vidi grant project led by Dr Vasiliki Kosta, “The EU fundamental right to ‘freedom of the arts and sciences’: exploring the limits on the commercialisation of academia” (AFITE).

Teaching

Barbora teaches and coordinates various Bachelor’s and Master’s courses, among others, European Union Law Foundations (LLC), European Union Law: The Four Freedoms (LLC), EU Internal Market Law (IBL), Privatissimum (LLM), and Practicum (LLM). Since 2017, she has also been coaching Leiden University students participating in the European Law Moot Court Competition (ELMC). Barbora also supervises Bachelor’s and Master’s thesis students. In 2019, she was a visiting lecturer at the Université Catholique de Lille, teaching an EU institutional and constitutional law course.
