Since August 2026, Ms Olga Boltenko, FCIArb, has been pursuing doctoral studies at Leiden Law School at the intersection of international investment law and international criminal law, with a dissertation on “Individual Responsibility for State Breaches of Investment Law.”

She is a barrister and arbitrator with two decades of experience in cross-border dispute resolution, public international law, investor-State dispute settlement and commercial arbitration. She has acted in proceedings under the auspices of the PCA, ICSID, SCC, ICC and LCIA, as well as in commercial disputes across sectors including energy, mining, infrastructure, construction, telecommunications and pharmaceuticals.

Most recently a partner with a major Chinese law firm in Hong Kong, she has also practised with leading arbitration teams in Paris and Singapore. She is called to the Bar in Hong Kong and currently practises at Prince’s Chambers in Hong Kong as a barrister, and at Maxwell Chambers in Singapore as an arbitrator.

Ms Boltenko is an Adjunct Associate Professor at The University of Hong Kong, where she teaches arbitration, ADR and investment law and serves as Deputy Executive Director. She also teaches at the Royal University of Law and Economics in Phnom Penh.

Ms Boltenko is actively engaged in academic research and is a Research Fellow at the Asian Academy of International Law in Hong Kong, where she pursues research projects aligned with her doctoral work at Leiden.
