Nora von Ingersleben-Seip is Assistant Professor of Public Policy & Innovation at Leiden University’s Institute of Public Administration. Her research focuses on the governance of digital technologies, with a particular emphasis on artificial intelligence and digital platforms. She studies how governments, firms, and international organisations shape the rules, norms, and infrastructures of the digital economy, and how these developments transform public policy and global governance.

Nora von Ingersleben-Seip is Assistant Professor of Public Policy & Innovation at Leiden University’s Institute of Public Administration. Her research lies at the intersection of public policy, international political economy, and technology governance. She focuses in particular on artificial intelligence governance, technology standard-setting, and the role of the European Union, the United States, and China in shaping global technology governance.

Her work examines how public and private actors develop rules, standards, and governance frameworks for emerging technologies, and how these processes are shaped by geopolitical competition, market power, institutional change, and broader transformations in the digital economy. She is especially interested in the politics of AI governance, the governance of digital platforms and infrastructures, open standards and open-source software, and the role of standard-setting organisations in global technology regulation.

Nora completed her PhD in International Political Economy at the Technical University of Munich with distinction. Her dissertation, titled From Rule-Taker to Rule-Maker: The European Union’s Evolving Role in the Governance of Digital Technologies, examined the EU’s changing role in the governance of digital technologies. Before joining Leiden University, she was a postdoctoral researcher at the University of Amsterdam. She also holds an MBA from INSEAD and has professional experience in the technology sector.

At Leiden University, Nora teaches and supervises students on topics related to public policy, governance, digital technologies, artificial intelligence, and international political economy.
