The member states of the European Union (EU) often fail to comply with EU law in a timely and proper manner. Enforcement in multilevel politics, such as the EU, is difficult. At the same time, the infringement procedures, which are the major tools for enforcing EU law, appear highly effective and successful. The research project aims to solve this puzzle. It analyses  theoretically the effects of different enforcement mechanisms, and studies empirically the real-world workings of law implementation and enforcement in the EU.
