Demographic shifts and digital innovation in the public sector

This book explores how demographic changes, especially population decline and ageing, influence digital innovation within the public sector. Drawing on an analysis of 110 Italian municipalities, the research illuminates the under-researched impact of 'big but slow moving' macro-level factors.

In contrast to studies on short-term crises like pandemics, this work provides a crucial analysis of how long-term trends are quietly reshaping our public institutions. This research offers valuable insights for scholars and practitioners in the fields of public policy, public administration, governance, and innovation studies. While its empirical focus is on Italy, the findings may hold important lessons for other countries experiencing similar demographic challenges.

The study finds that demographic decline, particularly depopulation and aging, negatively correlates with digital innovation in public services and platforms. It concludes by urging policymakers to develop strategies to mitigate or reverse demographic decline effects to sustain innovation and public sector efficacy.
