The Faculty of Law of Leiden University, together with the Netherlands Helsinki Committee and the Hague Academy for Local Governance, have started their cooperation on the Matra Rule of Law Training Programme II.

This is a programme with a maximum duration of 4 years, financed by the Dutch Ministry of Foreign Affairs with a budget of €6,460,000. It aims at strengthening institutional capacity in the field of rule of law in Albania, Armenia, Bosnia-Herzegovina, Georgia, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Turkey, and Ukraine, as well as creating networks of exchange between the Netherlands and participating countries and among participating countries themselves. Selected civil servants and members of the judiciary from the participating countries will have the possibility to attend several online and in-person trainings in the Netherlands, of which the training on Management of Borders and Administration of Justice will be offered by the Faculty of Law of Leiden University. This is not the first time that Leiden University participates in this project: previously, it was part of the first Matra Rule of Law Training Programme which ran from 2017-2022.

Prof. Rick Lawson of the Europa Institute is part of the Steering Committee of the project and Dr. Darinka Piqani, also of the Europa Institute, is the academic coordinator. Recent geopolitical developments have brought EU enlargement back in EU’s political agenda, adding to the relevance and importance of the Matra Rule of Law Training Programme.
