AI increases the operational capabilities of terrorist groups
Graig Klein, Assistant Professor Terrorism and Political Violence, argues in an interview with France 24 that artificial intelligence is not creating new forms of terrorism, but it is making existing tactics more effective
Klein describes AI as a 'force multiplier' that strengthens the operational capabilities terrorist groups already possess. 'It improves the capability that these groups have.' According to him, AI enables organisations to process information more quickly, refine their strategies and plan attacks more efficiently.
He also warns that AI allows terrorist groups to test and improve tactics without taking immediate operational risks. 'What AI enables us to do is trial and error without necessarily having to try.' This, he explains, helps groups identify more effective approaches at a much faster pace.
Klein argues that the current safeguards built into major AI systems are insufficient. Through techniques known as 'jailbreaking', users can circumvent existing safety measures. 'It's all about the prompting techniques.' He adds that this is unlikely to be limited to a single organisation: 'There's no reason to think any other groups or ideologies would use this any differently.'
