Context matters: Law society relations in water governance in Laos and Myanmar

In this talk I will discuss the various water governance contexts in which the relations between law and societies are produced, sustained, and reproduced, and how processes of (re)shaping these relations are embedded in the wider state-society relations. Referring to two case studies of respectively hydropower dam development in the Mekong River, bordering Thailand and Laos, and the lake management in Myanmar, I will compare and discuss how various actors and institutions shaped and reshaped laws and societies through ongoing processes of power struggles while representing their diverse goals and interests. Based on the comparative case studies, I will focus the discussion on the close interlinkages between law, society, and citizenship.
