Dr. Jasper van den Boom is assistant professor EU competition law at the Europa Institute at Leiden University. His research focuses in particular on competition in digital markets and digital regulation including the Digital Markets Act (EU), as well as comparative research between EU, UK, and US antitrust and regulation related to digital markets.

Jasper specializes in the application of competition law to digital markets and digital economic regulation. In 2023, Jasper defended his dissertation titled “Regulating Competition in the Digital Network Industry” at Tilburg University. Subsequently, he has worked as a postdoctoral researcher at the Academic Collaborative Center Climate & Energy to broaden his research activities to include the regulation of the energy sector. In 2024, Jasper started as researcher and day-to-day coordinator in the project “Shaping Competition in the Digital Age” at the Heinrich Heine University in Düsseldorf. He is also an extramural fellow at the Tilburg Law & Economics Center (TILEC).
Jasper has published various peer-reviewed articles on abuse of dominance and merger control in digital markets, digital regulation, and sectoral regulation. A large share of these publications relate to the relevance of the business ecosystem concept in regulating digital activities. These articles are published in (a.o.) the Journal of Law & Economics, Journal of European Competition Law & Practice, the European Competition Journal and Competition and Regulation in Network Industries.
In 2024 and 2025, Jasper has made multiple visits to the United States to work with antitrust scholars at the Knight-Georgetown Institute and Yale University. Here, Jasper has represented the European point of view on the regulation of horizontal search and developed interdisciplinary papers with Prof. Fiona Scott Morton on effective remedies for digital markets. He is currently in the process of publishing his dissertation with Cambridge University Press, co-authoring a book on best practices for digital regulation and a number of papers related to comparative studies on competition law and digital regulation in the EU, UK, Germany, and the United States.
At Leiden University, Jasper is in several courses related to EU competition law, and will be developing a new course on the Digital Markets Act and DSA together with Daniel Mândrescu as part of the new Master Program.
Research interests
- Comparative research into digital regulatory regimes and their effectiveness (incl. DMA, DMCCA, Sec. 19a GWB, ICA, JSA).
- Effective remedies in EU competition law and digital regulation.
- Europe’s digital competitiveness: linking industrial policy and digital competition policy.
