Education
Jan-Peter Loof studied constitutional and administrative law at Leiden University (1984-1990; LL.B and LL.M). In 1991 he started working as a junior researcher in human rights law at the Department of International Law of the University of Amsterdam.
Career
From 1995 until 2024 he lectured constitutional and administrative law at the Institute for Public Law of Leiden University. He also was a fellow of the E.M. Meijers Institute of Legal Research and the F.M. van Asbeck Centre of Human Rights Studies of this University.
In November 2005 he defended his Ph.D-thesis on human rights protection and state security (Human rights and state security: compatible entities? Limitation and derogation of human rights during states of emergency and other situations that threaten national security). For this study he received the Max van der Stoel-Human Rights Award 2006, a prize for the best Ph.D thesis in the field of human rights during the academic year 2005-2006.
In 2012 Jan-Peter Loof was appointed by the Dutch government as commissioner in the Netherlands Institute for Human Rights (the Dutch National Human Rights Institute). From 2015 to 2023 he was vice president of this Institute. For many years Jan-Peter has been part of the board of editors of Nederlands Tijdschrift voor de Mensenrechten/NJCM-Bulletin (the leading Dutch human rights law review) and of Militair Rechtelijk Tijdschrift (MRT; the Dutch military law review). Since juli 2024 he is a full-time judge with the Central Board of Appeals (one of the Dutch appeal courts in administrative cases).
Research areas
National and international human rights protection (especially in crisis situations and in the context of the fight against terrorism); legislation and human rights policy; the independence and impartiality of the judiciary, the right to property, equal treatment and non-discrimination; the influence of the ECHR on the Dutch legal order; administrative law and social security.
