Charlie Steen is a researcher at the Institute of Public Administration at Leiden University. Her work focuses on leadership, customization of street-level workers, and the everyday interactions between street-level and policy departments. She has a particular interest in public health.
Since 2025, Charlie Steen has been affiliated with the Institute of Public Administration, first as a lecturer and later as a researcher. Her work examines leadership, discretionary decision-making of street-level workers, and the everyday interactions between policy and street-level implementation.
In addition, she is pursuing her PhD at Leiden University Medical Center, where she studies informal quality and leadership in surgery. Her research focuses on the everyday, often invisible routines, interactions, and leadership practices that shape high-quality care in surgery.
Charlie holds a BSc (honors) in Global Public Health from Leiden University College and a MSc (cum laude) in Public Sector Management from Leiden University. Before joining the university, she worked as a policy researcher and advisor on the psychosocial impact of disasters and crises, public health, and organizational resilience. She also worked as a researcher in the social domain.
