This project examines the structures, strategies, and policy conditions that shape institutions’ and national systems’ engagement with responsible research assessment reform, alongside research into novel assessment tools and method.

Through contextual mapping, AI-assisted living literature review, and in-depth comparative case studies across seven countries, the project develops a practical, multi-level framework that identifies (mis)alignments between macro-level policy conditions and meso-level institutional conditions, and proposes tailored implementation pathways for reform.
CWTS leads work package 5 and contributes substantially to work package 4, building substantially on our expertise in research assessment reform, responsible metrics, and research evaluation.
