MEECSE: Monitoring the implementation of Enabling Environments for Citizen Science & Societal Engagement practices
The MEECSE project aims to further the NPOS Ambition2030 and rolling agenda 'towards societal engagement and participation'. The project plans to reach this goal by supporting the implementation of effective actions to establish enabling environments for Citizen Science & Societal Engagement (CS&SE) practices.

MEECSE focuses on four main themes: types of CS&SE enabling environment actions, their effects and impacts, barriers to implementation, and value-led monitoring indicators. We additionally compile evidence of the impacts of CS&SE practices themselves and seek opportunities and solutions for integrating CS&SE monitoring indicators into OS Monitoring Frameworks.
The project consists of three phases, starting with a desk research landscape mapping exercise of the literature and interviews with key experts and practitioners to identify relevant initiatives, examples and preceding work; followed by collaboration and iterative co-development with the CS&SE community; and concluding with integration and dissemination of the final Indicators Framework, Repository, and Evidence Base. The timing of this work aligns with the consultation and townhall phases of the OS Monitoring Framework activities proposed by the CWTS/Dialogic bid-fortender team, which includes the intention to engage with the CS&SE community for inputs but does not otherwise centralise CS&SE practices.
OS practices embedded in the project include the use of existing open-source, interoperable, FAIR/CARE data platforms for communication, repository, and evidence base infrastructure wherever possible; transparent and inclusive working practices with CS&SE practitioner communities both inside and outside academia; collaboration and co-creation practices applied throughout, including co-development of a community-led Knowledge Agenda, the Pre-Registration of research questions to pilot test, sharing all outputs in an open repository under a CC-BY 0.4 International Attribution license, and publishing any scientific outcomes using the Publish-Review-Curate model.
The core activities in the project are to:
(1) identify ways that enabling environments for CS&SE are being implemented,
(2) identify barriers to implementation,
(3) develop and test indicators for monitoring progress and effectiveness of enabling actions,
(4) identify related CS&SE impact indicators,
(5) seek integration of both indicator-sets in OS monitoring frameworks, thereby strengthening the evidence base for CS&SE practices within OS.
