Open Science initiatives receive significant public investment promising enhanced transparency, collaboration, and accessibility. Yet understanding of how these diverse efforts translate into sustained cultural and socio-technical change in academia remains limited. This project seeks to address this gap by examining the organisations that coordinate Open Science ecosystems - the steerers of reform who shape how values are articulated, negotiated, and realised, and whether promised changes take hold across different reform domains.
