The originally equitable relationship between the Qing emperor and the Tibetan rulers evolved over the course of decennia into a hierarchical one, dominated by the emperor. In this project, I investigate how it had become conceivable to the emperor, the court, and the denizens of the Tibetan Buddhist world, that the emperor should wield authority over that world. In so doing, I demonstrate that those who moved between the political centers played a decisive role in shaping the relationship, and that they created and skewed the emperor's perception of Tibet to a large degree.
