What does the evidence tell us about merit principles and government performance?

Civil service systems are often targets of criticism globally. In this article, Kohei Suzuki seeks to fill an evidence void about government performance and meritocracy.

The authors use a systematic review of emperical research to try to fill the current evidence gap. The authors conclude that the meritocratic policies and practices are robust. These findings are applicable to countries globally whether they are developed or developing. Furthermore, the article's findings also raise concerns regarding the administrative performance in countries that experience increasing political influence in public bureaucracies and deterioration of meritocratic principles.
