The review posits that effective risk and crisis communication requires tailored strategies across four phases: pre-arrival, on-location before a crisis, during a crisis, and the aftermath. Governments and tourism sectors are posited to play complementary roles in mitigating risks through coordinated communication.

Findings indicate that governments should provide comprehensive pre-arrival safety information, while tourism sectors must update tourists on local risks upon arrival. During crises, clear multilingual communication and addressing tourists’ immediate needs are critical, with governments responsible for harmonising information for both tourists and local communities. Post-crisis, joint efforts between governments and tourism sectors are essential to restore destination reputations.
