Christa Tobler and Jacques Beglinger are the authors of a Q&A document published online on this topic, the so-called “Tobler/Beglinger-Brevier”, which is part of EUR-Charts. The EU Law in Charts Project. The Brevier (Breviary), which has been published for a number years now, is regularly updated and is widely used in Switzerland, among others by the media.
On the occasion of the initialling on 21 May 2025, a new release, 2025-05.1, has been published.
Since the “Breviary” is no longer so “short” (brevis), the authors have now structured it into different parts to make it easier to read. The first part of 13 pages is intended to provide a general introduction to the topic of the developing bilateral law and an initial overview of institutional issues, particularly for non-specialist readers. The second part then provides more detail on the institutional issues (which is the main focus of the Breviary), and the third part briefly addresses other elements of the package.
The Tobler/Beglinger-Brevier is freely available online.
