
Leiden hosts International Conference on EU Restructuring and Insolvency Law
On Thursday 8 and Friday 9 May 2025, the Conference of European Restructuring and Insolvency Law (CERIL) is hosting an international conference on New Horizons for European Restructuring and Insolvency Law. The two-day conference is organised at Leiden University with support of Business & Law Research Network (BLRN) and includes opening and keynote addresses by EU Commissioner McGrath and Dutch Minister for Legal Protection Teun Struycken.
Schuman 75 Years
The conference’s theme is: 'Schuman 2.0: A New Horizon for European Restructuring and Insolvency Law'. It marks the 75th anniversary of the Schuman Declaration. This Declaration, signed on 9 May 1950, laid the basis for growing European collaboration and the current-day European Union. It has also paved the way for various restructuring and insolvency law initiatives. The 3rd CERIL International Conference will reflect on where these first 75 years have brought us and especially, the current developments in the European restructuring and insolvency law landscape.

10 years of EIR 2015
In 2015, the EU legislator adopted the European Insolvency Regulation 2015 (EU 848/2015). This regulation recasted the previous Regulation from 2000. This led to a broader scope for recognition and enforcement of insolvency proceedings, refined the Regulation’s mechanism for main and secondary proceedings, by introducing among others provisions on coordination of secondary proceedings, extended the scope of cooperation and communication duties, as well as regulating insolvency proceedings involving multiple members of enterprise groups.
In view of the upcoming evaluation of the EIR 2015, the first day will look into experiences with the EIR 2015 in the last years. Considering both what works well, but also would does not work and could be improved.
New EU harmonisation initiatives for insolvency law
The second day of the conference will look into new directions for harmonisation of European insolvency law. This includes an opening address by the EU Commissioner for Democracy, Justice, the Rule of Law and Consumer Protection, Michael McGrath. In addition, Dutch Minister for Legal Protection Teun Struycken will deliver the keynote address.


The conference will discuss the European Commission’s Proposal for an Insolvency Directive from 2022. Furthermore, there will be discussion son the the new ideas for the introduction of a 28th EU insolvency law regime.
