The European Commission is a unique executive, not only because it is a supranational public administration for 27 EU Member States, but also because it holds the right of initiative to propose new policies for the EU. But how does the Commission actually decide what to propose? How are EU policy proposals prepared by the Commission departments to ensure a law is necessary, or good? To guide this process, the Commission has its own in-house policy, known as Better Regulation. In this talk, a long-term Commission official explains what Better Regulation is about, how it seeks to ensure evidence-informed policymaking, but also what happens to these principles when they come under pressure in an increasingly volatile world.

About the speaker

Dr. Fabienne Corvers is a Public Administration alumna from Leiden University and obtained her PhD from the Faculty of Governance and Global Affairs. Since 2015, she has been working at the European Commission as Senior Expert in charge of Better Regulation at the Secretariat-General. She ensures the Commission-wide application of the organisation’s regulatory policy across its departments and supports the Regulatory Scrutiny Board in their quality control and oversight role. Before joining the Secretariat General, she dealt with European research policy at DG RTD, and regional innovation governance at DG GROW. Before joining the Commission, she was an academic researcher at Maastricht University in the field of innovation and evolutionary economics.
