Abstract of presentation

Open access (OA) has become inevitable in global scholarly communication, yet its development in India reflects a mix of progress, setbacks, and untapped potential. This talk will examine the global rise of open access and its impact on scholarly communication, with a focus on India's distinct journey. Madhan will highlight 25 years of advocacy efforts, examining institutional and governmental responses. The presentation will also discuss the growth of OA through different modes: scholarly journals, preprint servers, and institutional repositories. Furthermore, it will critically assess the recent "One Nation One Subscription" initiative of the Government of India and analyse how contemporary policies have shaped the expansion and accessibility of research outputs in India.
