The European Commission’s proposal for a Directive to improve working conditions for platform workers comes at a time of intense academic, legal and political debate about the platform economy. Labour platforms emphasise their novelty and exceptionalism, which have placed them comfortably outside existing labour regulation and at the forefront of the debate on the future of work. Is the EU level appropriate for regulating these forms of work and can it succeed? What are the potential impacts and limitations of the current proposal? The presentation aims to discuss the tensions and strategies of the social partners at EU level and to help understand the challenges faced by the EU institutions in formulating social policy in this area.
About the speaker
Agnieszka Piasna is Senior Researcher in the Economic, Employment and Social Policies Unit of the European Trade Union Institute (ETUI) in Brussels, and is associated with the Centre for Sociological Research at KU Leuven. She is a labour sociologist with an interest in job quality, labour market policies and regulation, digitalisation and gender equality. She coordinates research activities within the framework of the ETUI’s Internet and Platform Work Survey, develops the European Job Quality Index and carries out research on working time reduction. She has been an expert advisor to the Eurofound, European Institute for Gender Equality (EIGE), European Statistical Advisory Committee (ESAC), Eurostat, and ETUC. She has a PhD in Sociology from the University of Cambridge.
