Deliberating international politics: Listening and consensus-orientation in the United Nations Security Council

We tend to see the United Nations Security Council as a forum in which states engage in hard bargaining and power play. But if you look closer, its members also engage in deliberative behaviour—specifically, listening and consensus-orientation—to foster cooperative solutions.
