Building Northern Public Support to Finance Climate Policies in the Global South

As part of the Paris Agreement, countries across the world agreed to support developing countries to invest in climate mitigation and adaptation through a Green Climate Fund. However, developed countries have failed to meet funding commitments for the Green Climate Fund–the flagship program financing Global South climate action. The project aims at answering the following question: What shapes public support in the Global North for international financing of climate change mitigation and adaptation policies in the Global South? To answer that question, we want to conduct survey experiments in two large donor countries, France and the US. First, we want to use choice experiments to investigate which factors determine support for financing of climate policies in the Global South. In particular, we want to focus on institutional design of the policy and characteristics of recipient countries. Second, we want to investigate what frames or cues influence the political feasibility of international climate transfers by using vignette survey experiments. The project will help understand how societal support in the Global North for funding of climate policies in the Global South can be improved. We hope it can also help to start cooperating with NGO’s in studying actual donations to climate projects in the Global South rather than only stated preferences in a hypothetical setting.
