Ymre Schuurmans is Academic Director of the Institute of Public law and full professor of Constitutional and Administrative Law, in particular the Law of Administrative Procedure.

Ymre’s research interests concern the development of general administrative law and questions of legal protection, with particular attention to systems of administrative justice, access to justice and evidentiary law. She regularly conducts comparative legal research, focusing not only on civil and criminal procedure but also on administrative justice systems in other countries. Ymre has authored several expert reports (preadviezen) and has conducted research for, among others, the WODC, the Council for the Judiciary, and various administrative authorities.

Within the Leiden curriculum, she teaches, among other courses, Administrative Procedural Law at both the bachelor’s and master’s level. She has participated in several (midterm) educational reviews, auditing VU University Amsterdam, Leiden University College, and the Academy for Legislation & Government Lawyers.

Curriculum vitae

Ymre Schuurmans is full professor of Constitutional and Administrative Law and Academic Director of the Institute of Public Law. She has been affiliated with Leiden University since 2005. Prior to that, she worked as a doctoral researcher at Vrije Universiteit Amsterdam, where she also completed her law degree, graduating cum laude in both constitutional and administrative law and private law (2000).

Ymre received the VAR award from the Dutch Association for Administrative Law for her dissertation on the burden of proof in administrative procedure in 2009. This prize is awarded once every four years and rewards a person who has made an innovative and valuable contribution to the development of general administrative law. In 2008, Dutch Magazine MR. named Ymre best administrative lawyer under the age of 35. In 2014, she was appointed as full professor. She supervises multiple PhD research projects. Among others, she has served as PhD supervisor to Fatma Çapkurt, Rowie Stolk, Isabelle Ouwehand, Jaap Wieland, Tess de Jong en Jaap van Rijn van Alkemade.

Ymre holds several ancillary positions. For example, she serves as Chair of the Advisory Council of the Legal Aid Board (Raad voor Rechtsbijstand) and as deputy judge at the District Court of Rotterdam. She is an editor of Netherlands’ oldest scholarly law journal Rechtsgeleerd Magazijn Themis and regularly acts as peer reviewer.

Ymre Schuurmans is co-founder of the Dutch Women’s Administrative Lawyers Association and a member of the European Group of Public Administration. In 2008, she visited Cardozo School of Law in New York as a research scholar. In 2020, she was visiting professor at the University of Cape Town.
