Assistant professor Governance of Crisis, with an interest in cyber security (1.0 fte)
 

The Institute of Security and Global Affairs (ISGA) of Leiden University is inviting applications for the position of Assistant Professor Governance of Crisis, with an interest in cyber security. This position is situated within Leiden University’s Institute of Security and Global Affairs (ISGA), part of the Faculty of Governance and Global Affairs (FGGA) and based in The Hague.  
 
Key responsibilities
Crisis Governance research has traditionally focused on either functional approaches to crisis management (mitigating tangible harm) or political approaches (responding to legitimacy and reputation threats, and organizational contingencies resulting from crises). Meanwhile, research on cyber security predominantly focuses on vulnerability and threat detection, in order to prevent incidents. However, not all cyber incidents can be prevented. Therefore, more knowledge and expertise on cyber crises and the emergency response in relation to cyber crises is needed. Research at the intersection between crisis management and (the governance of) cyber security can remedy this gap. We are looking for a scholar who combines crisis governance expertise with a research and teaching interest in cyber security incidents and their consequences.
 
The Institute seeks to expand its academic staff by appointing an assistant professor with a specialisation in Crisis Governance and an interest in cyber or digital security. The ideal candidate has expertise on crisis governance, demonstrated not just by a strong publication record, but also by the ability to teach these subjects to students and professionals. The expertise in crisis governance relates to subthemes such as crisis-induced learning, crisis communication, organizational crises, collaborative networks in crisis management, emergency response and/or transboundary risks and crises. Preferably, the candidate demonstrates or expresses a keen intent on developing expertise on cyber crises, both in research and teaching. The candidate will be expected to teach across several programs in the institute, notably the master program Crisis and Security Management and the bachelor program Security Studies.
 
The successful applicant will be expected to:
•    Develop and teach courses in risk, cyber security or digital security, and crisis governance and/or safety science, to students from a diversity of academic backgrounds at bachelor and master levels;
•    Develop, or demonstrate expertise on cyber crises, and/or cyber emergency response;
•    Conduct independent research on cyber crisis governance and support the further and ongoing development and implementation of the research strategy of the Institute;
•    Participate in professional-learning courses to maximize the societal impact of academic research and ensure its relevance beyond the academy;
•    Continue to build an (inter)national network that spans both academics and policymakers and practitioners working on topics related to Cyber Security and Crisis Governance;
•    Engage in the public debate on Crisis Governance and Cyber Crisis Management;
•    Supervision of  thesis projects and tutor students by providing mentoring and advice;
•    Contribute to the tutorial system of student mentoring and advising;
•    Acquire and manage research funding and/or training projects from third-party sources, such as the Netherlands Organisation for Scientific Research (NWO) or the European Union;
•    Actively contribute to administrative service and the renewal and ongoing improvement of educational practices at Bachelor’s and Master’s level.
 
Selection Criteria
•    PhD degree in Public Administration, Political Science, Criminology, Psychology, Sociology, History, Law or another field with direct relevance for the interdisciplinary research carried out within the research groups Crisis Governance and Cyber Security Governance respectively;
•    Outstanding research qualities manifest in an established or developing publication record;
•    Demonstrable excellence in research-led teaching, both to students and executives;
•    Demonstrable passion for education, in and out of the classroom (experience with teaching and technologies for blended learning is a plus);
•    Demonstrable commitment to a close-knit, interdisciplinary academic community;
•    Demonstrable ability to teach research skills and qualitative and/or quantitative research design & analysis;
•    Excellent command of English, demonstrable ability to teach in English;
•    Excellent contributions to the professional and public debate on Crisis Governance and/or Cyber Crisis Management;
•    Excellent network in the world of professionals in the field of emergency management, security governance, crisis management and /or safety;
•    Command of Dutch is considered an asset;
•    Leiden University requires teaching staff to obtain the University Teaching Qualifications (UTQ). If the successful applicant does not already possess this qualification or its equivalent, he/she must be willing to obtain this Qualification within two years.

Terms and conditions
The position starts as soon as possible. The appointment will be made on a temporary contract of 1 year. A permanent appointment may be possible during or after the term of the initial contract, depending upon performance (including teaching, research and administration) and the budgetary situation of the Institute. The salary ranges from € 3,821 to € 5,230 gross per month (salary scale 11 in accordance with the Collective Labour Agreement for Dutch Universities).
