Saar Alon Barkat's main academic research interest is in the interrelations between modern government bureaucratic organizations and their external audiences, and their implications for democracy. His current research focuses on the reputation and credibility of European regulatory agencies, and their shaping by their independence from political stakeholders.

Saar Alon Barkat joined the Institute of Public Administration as a postdoctoral researcher in September 2018. Previously, he was a doctoral student at the Department of Political Science at the Hebrew University of Jerusalem. His main academic research interest is in the interrelations between modern government bureaucratic organizations and their external audiences, and their implications for democracy. His current research focuses on the reputation and credibility of European regulatory agencies, and their shaping by their independence from political stakeholders.

Saar’s doctoral research focused on bureaucracies’ communication with citizens’, and specifically the symbolic aspects of these communications, which are most prominent in the use of branding and marketing. He explored, via behavioral experiments, the influence of symbolic aspects in government public communication on citizens’ attitudes about government organizations. In additional research projects, he studied government organizations’ responses to public pressures, employing a variety of empirical methods, including cross-sectional time-series analyses, quantitative case studies, and quantitative and qualitative analyses of interviews.

Before starting his graduate studies, Saar worked in the Israeli civil service – in the Ministry of Justice, and at the Department of Governance and Policy Planning at the Prime Minister’s Office.
