Frederik Behre is a postdoctoral researcher at the Europa Institute of Leiden University. In his postdoctoral research, he focusses on the EU Green deal and EU climate change regulation, with a specific focus on the national constitutional dimension as well as the legal space for devising new funding opportunities to finance EU environmental policies.

Frederik studied German and European Law in Finland, Germany and the Netherlands. He obtained his LL.M. in European Law from Leiden University, where he equally completed the Talent Programme. Before, he completed the LL.B.-programme in IP and IT Law at Hannover University (Germany), where he also studied the regular German law programme. As part of his undergraduate studies, Frederik completed an exchange year at Lapland University (Finland) and inter alia an internship at the German Embassy in Paris.

After graduating from the LL.M.-programme in European Law, Frederik started his PhD-research in 2016 funded by a Meijers-PhD-scholarship. He successfully defended his PhD-manuscript titled ‘A European Ministry of Finances? Charting and Testing the National Constitutional Limits to EU Fiscal Integration’ in October 2021. In his dissertation, Frederik analysed the national constitutional space available for EU fiscal integration ambitions based on a comparative-constitutional research design. During his PhD-research, he conducted a research exchange at Helsinki University (Finland). Furthermore, Frederik was selected as one of two Leiden University members of the first cohort of the Europaeum Scholars Programme (2018-2019), a PhD-programme organized by Oxford University and the Europaeum network.

Next to his research focus on comparative constitutional law and the law on the Euro, Frederik is interested in EU climate change regulation law, EU institutional and constitutional law, as well as comparative regional integration law. He participates in the activities of the Leiden Centre for Legal and Comparative Studies of the East African Community (LEAC) and the Leiden Jean Monnet Centre of Excellence of Comparative Regional Integration (CompaRe).
