Dr. François Delerue is a Senior Researcher in Cyber Security Governance at the Institute of Security and Global Affairs at Leiden University and Team Leader on International Law for EU Cyber Diplomacy Initiative (EU Cyber Direct). He is also an Associate Fellow of The Hague Program for Cyber Norms.

Dr. François Delerue is a Senior Researcher in Cyber Security Governance at the Institute of Security and Global Affairs at Leiden University and Team Leader on International Law for EU Cyber Diplomacy Initiative (EU Cyber Direct). He is also an Associate Fellow of The Hague Program for Cyber Norms. Previously, he worked as a Research Fellow in Cyberdefense and International Law at the Institute for Strategic Research (Insitut de Recherche stratégique de l’École militaire – IRSEM), a research center of the French Ministry of Defense.

François Delerue conducts research focusing predominantly on the application of international law to cyberspace. More broadly, he is interested in how new technologies and activities (space activities, cyber, robotics and artificial intelligence) challenge international law and international relations.

His book titled Cyber Operations and International Law was published by Cambridge University Press in February 2020.
