Research

Dorothee Riese works as a PhD student on the project “Executive Secrecy and Democratic Legitimacy”. This project is part of a larger project funded by the European Research Council entitled “Democratic Secrecy: A Philosophical Study of the Role of Secrecy in Democratic Governance,” which aims to explore the legitimacy of secrecy in democratic politics. The Principal Investigator of this project is Dr. Dorota Mokrosinska.

The dissertation project entitled “Secrecy and Disclosure. The Negotiation of Secrecy Rules in the German Bundestag” analyses the negotiation of secrecy and disclosure claims between parliament and executive branch in democratic systems at the example of the German Bundestag.

The project investigates two case studies to trace how executive secrecy is interpreted in parliament and under what circumstances members of parliament are ready to allow for executive secrecy. Thus, the research question is: Which rationales and arguments do they use to legitimise executive secrecy? More concretely, these questions are investigated regarding intelligence agencies and public private partnerships. Based on plenary records and expert interviews with members of parliament and the executive the project seeks to answer the questions and contribute to the debate about the legitimacy of secrecy in democratic politics.

Curriculum Vitae

Dorothee Riese is a PhD student at Leiden University’s Institute of Philosophy. She holds a B.A. in social sciences and philosophy (major in political science) and an M.A. in political science from Leipzig University. In 2014, she started her PhD studies at Leipzig University where she has been working since 2015 as a research assistant for Prof. Dr. Astrid Lorenz and as coordinator of the M.A. European Integration in East Central Europe. In 2017, she was awarded the ECPR Rudolf-Wildenmann-Prize. In June 2018 she started working on the project “Democratic Secrecy: Philosophical Analysis of the Role of Secrecy in Democratic Governance.” This project is funded by the European Research Council and will be executed under the supervision of Dr. Dorota Mokrosinska.
