Public procurement has increasingly gained media and popular attention in recent years in the Netherlands, especially in light of a number of failed innovation projects by public or semi-public organisations – think of large projects for ICT innovation within the national government, construction projects for roads, tunnels and railways and the purchase of highspeed trains by that Dutch National Railway Company. ICTs play a critical role both in the public procurement of such projects itself, and in the products that are purchased. At eLaw we are interested in the ways in which ways innovation can help or hinder public procurement processes. We investigate how ICTs can be used to innovate public procurement, how public procurement is used to purchase technological systems, and how they play a role in the success or failure of such trajectories.
