The study was carried out at the request of the Committee on Civil Liberties, Justice and Home Affairs (LIBE) of the European Parliament.

The report draws on interviews with the heads of five Justice and Home Affairs agencies (Europol, Eurojust, the European Border and Coast Guard Agency, the European Asylum Support Office and the European Union Agency for Fundamental Rights) and key staff. The report is critical of the current governance set up with respect to incentivising co-operation from corresponding national authorities, identifying existing structural shortcomings inherent in current mandates.

The study can be accessed on the European Parliament's website.
