Accountability is mentioned as one of the core 'areas for improvement' in the UN Secretary-General's Action for Peacekeeping initiative. But current approaches to accountability remain diffuse, with different people talking about different things, from accountability for bad performance, to accountability for sexual exploitation and abuse, to the overall accountability of international organizations to the people they are declaring to serve.
The purpose of this event is to both discuss current accountability frameworks and ways to improve them, but also critically approach the questions 'Accountability for what?' and 'Accountability for whom?'
The event is organised by the Dutch Peacekeeping Network and sponsored by the Institute of Security and Global Affairs of Leiden University. It will be held in English
Speakers
Namie Di Razza, Political Affairs Officer at the UN Office for Strategic Partnerships and former Senior Fellow at the International Peace Institute, will provide a keynote introduction to discuss the accountability frameworks in UN peacekeeping, focusing on the protection of civilians.
The introduction will be followed by a panel that will offer diverse perspectives on the issue of accountability:
Nienke Hiemstra, Humanitarian Project Leader at Oxfam Novib, will explain Oxfam's vision on and experiences with accountability.
Ben Klappe has extensive experience at the UN, NATO and the Ministry of Defense in various legal functions, and is currently a Judge in the Dutch Court of Appeal in Den Bosch.
Gisela Hirschmann, Assistant Professor at Leiden University, recently published a book on Accountability in Global Governance (2020, Oxford University Press).
A moderated discussion/Q&A with the audience will follow.
