Between crisis and reform: What next for EU migration policy?

In September 2020, the European Commission launched its New Pact on Migration and Asylum, promising a “fresh start” on EU migration policy. However, since then, the EU has found itself confronted with multiple challenges, including the displacement and humanitarian crisis in Afghanistan and the situation at the EU’s external borders with Belarus, which have called into question how “fit for purpose” both the existing and proposed policy frameworks on asylum and migration are to help the EU and member states to deal with ongoing and new challenges. More than a year into the negotiations on the New Pact, what are the prospects for achieving broad reform? (How) can the EU move away from crisis-mode policy-making and what should it move towards? What opportunities, if any, does the situation in Afghanistan offer for the EU to demonstrate that it can appropriately respond to complex migration situations? This EU Seminar will focus on EU migration policy-making between crisis and reform. It will also offer an opportunity to reflect on the role of think tanks in EU policy debates.
Helena Hahn is currently Junior Policy Analyst within the European Diversity and Migration Programme at the European Policy Centre (EPC). The EPC is an independent, not-for-profit think tank dedicated to fostering European integration through analysis and debate, supporting and challenging decision-makers at all levels to make informed decisions based on evidence and analysis, and providing a platform for engaging partners, stakeholders and citizens in EU policy-making and in the debate about the future of Europe. Helena‘s main interests include border management, EU migration cooperation with third countries, EU funding, climate-induced displacement as well as refugee integration policies.
